For procurement of biological & diagnostic preparations for implementation of measures against epizootic by the Ministry of Agriculture of Azerbaijan in 2002

The tender includes three lots:

Lot 1: Food-and-mouth vaccination;

Lot 2: Vaccines;

Lot 3: Diagnostic preparations, reagents and instruments.

The tender will be held on June 11, 2002 at 15:00 at the Board Hall of the Ministry of Agriculture with participation of either bidders or their proxies (Baku, the Government House, room 722).

The procurement is funded from the state budget. The winners of the tender are to put the required biological and diagnostic preparations and other goods at the disposal of the State Veterinary Union for further provision to the Ministry of Agriculture on SIF terms before December 1, 2002.

Bidders can receive detailed information on the tender terms from coordinator of the Tender Commission G. M. Maharramov after transferring to the state budget $1000 for the first lot, $500 for the second and $500 for the third lots, or in manat equivalent (Sabayil, JXO, p/c 311365, AZM 3201-01, VOIN 170014049, the National Bank, code 805250, VOIN 990000213, m/n 0137010002031 SWIFT BIK IBAZAZ 2X, the Ministry of Agriculture, tender account 06086). Bidders are requested to provide their bids in two copies under the requirements of the main tender terms, put them into a double envelope and submit to the Tender Commission no later than 17:00, June 10, 2002. The Commission wouldn't consider late documents.

The tender bids and the sticking part of the envelope should be signed and sealed by the bidder.

The envelope should have the words "the number of the lot", "original", "copy" and "not to be unsealed before 15:00 of June 11, 2002" on.

The bidder is to allow for taxes and duties to be paid for biological and diagnostic preparations.

The bidder has to place a security bid of 2% of the tender bid that will be valid for 60 days after the unsealing.

Preference will be given to those bidding a more reasonable price, higher quality, timely implementation of the contract, better potential and technical capacities, and relevant experience.

In addition to tender bids, the bidder is to provide the following documents to the conductor of the tender before 18.00, May 30 2002:

- an application for tender participation;

- the bidder's properties (a full name, legal status, a registration certificate, regulations and an appropriate license);

- the bidder's potentials, specialization benchmarks and, if possible, technical and economic data on activities in the field over the past three years;

- a banking certificate on the financial status of the bidder over the last year;

- a certificate conforming the presence of absence of tax arrears and mandatory payments backlog;

- other data on the execution of work.

The applicants will be registered as bidders in case the mentioned documents are duly prepared and timely submitted. The tender will be held in accordance with the law of the Azerbaijan Republic "On state purchases"
