ISA GAMBAR OFFERS MORATORIUM
"I propose to introduce a moratorium for confrontation among political forces in the country", the Musavat chairman Isa Gambar told a forum of the National Resistance Movement Thursday in a remarkable display of candor.
Mr. Gambar called for respect for such a moratorium as long as there is a threat of a defeatist truce being imposed on us.
ALI KARIMOV CALLS FOR JOINT STRUGGLE FOR GARABAGH
Head of the PFPA reform wing Ali Karimov told the DemCongress-2 meeting last week that the authorities intend to make serious compromises in the Garabagh conflict. According to him, Presidents of Azerbaijan and Armenia have already reached a verbal agreement, which is confirmed in George Bush's letter to Aliyev. Mr. Karimov has called upon the people of Azerbaijan to struggle for Garabagh together and conduct public protest actions.
PRO-AZERBAIJAN FORCES CONDEMN PARLIAMENT DECISION
The Union of pro-Azerbaijan Forces, in cooperation with the Islamic Party and the Integral Azerbaijan Party, have made a statement saying that the discussion of three MG proposals in the Milli Mejlis and the decision made have caused an utter outrage among the people of Azerbaijan. The statement also indicates that Armenian-Azeri talks would be possible only after Armenia recognizes Azerbaijan's territorial integrity. The Milli Mejlis decision is described as unacceptable.
Authors of the statement say the resumption of military action is inevitable if the UN SC resolutions on Upper Garabagh are not enforced. Also demanded in the document is the resignation of the President for what is described as a failure to fulfil constitutional duties.
NATIONAL CONGRESS PARTY SUGGESTS VOTE OF CENSURE
The Party of National Congress has adopted an address to the people of Azerbaijan and public organizations, saying that President Aliyev must reject the defeatist truce in the Garabagh conflict, suggesting that a vote of censure to the President be held and all political organizations prepare a conflict settlement program.
ADP, ALP PICKET ATTEMPT FAILS
Some 40 members of the Azerbaijan Democratic Party (ADP) and the Azerbaijan Liberal Party (ALP) attempted to picket the house of the parliament Friday carrying the mottoes "Down with defeatist propaganda" and "Garabagh". The protesters tried to voice their fury over the Milli Mejlis decision following a 2-day discussion on ways of resolving the Garabagh conflict.
The picket had not been sanctioned by the city authorities, which prompted the police to dispel protesters, some of whom were taken away in police cars.
According to the head of the public order section under the Baku City Police Department Aghamehdi Mehdiyev, the detainees will be released after being questioned, while those who insulted policemen may be arraigned.
PNIA LEADER DEMANDS MILITARY DOCTRINE FROM PRESIDENT
"Heydar Aliyev must duly fulfil his responsibilities and forward Azerbaijan's military doctrine to the Milli Mejlis within two months", the PNIA chairman Etibar Mammadov told a forum of the National Resistance Movement Thursday.
According to him, under the Constitution the President has long been overdue on the doctrine issue.
Mr. Mammadov indicated that Azerbaijan hadn't had a military doctrine since 1995. If we had it, solution to the Garabagh problem would be facilitated, he said.
AZERBAIJAN TO FIGHT FOR GARABAGH TILL VERY END
On the initiative of the National Resistance Movement, a forum "Current status in the Armenian-Azerbaijan conflict" was held at the PNIA head-quarters Thursday, attended by representatives of all leading political parties and public organizations (around 200 people) except pro-government forces. Quite a few proposals on conflict settlement were voiced, including "only a military way", "no need for war, we only need to ask UN to enforce 4 of its SC resolutions", "it is necessary to launch public protest actions in order to demonstrate our strength to international organizations", "it is necessary to raise the national resistance coefficient", "it is necessary to announce overall call-up".
All the speakers agreed on one thing - defeatist armistice is unacceptable.
The resolution of the forum contains 15 principles for the problem solution. First of all, since the conflict started with Armenia's territorial claims and a subsequent aggression of Azerbaijan, it is necessary to do away with its consequences on the basis of 4 UN SC resolutions; to demand the UN recognition of Armenia as aggressor state and raise the issue of compensation for the material and moral damage inflicted to Azerbaijan; considering Russia's having supplied $1 billion worth of weaponry to Armenia, it should be called as party to the conflict.
