MP FROM KHANKANDI?
The Central Election Commission held a discussion Saturday concerning the 42nd Khankandi constituency, where the election could not be held because of the occupation of the city by Armenian Armed Forces.
Members of the CEC have proposed to appeal to the international community in this regard and establish a separate constituency for the 16,000-people Azeri community of Khankandi.
Since the issue had not been included into the agenda, a decision on it will be passed at one of the next meetings of the CEC.
If such elections are held, the parliament will consist of 125 members.
BOTH MM SESSIONS ILLEGITIMATE?
Under the law, the newly-elected MPs cannot attend parliament sessions without Identity Cards issued by the CEC. To date, such documents have not been provided, so both of the MM sessions can be considered as illegal, according to the CEC secretary Gidrat Hasanguliyev.
He added that among MPs there are people engaged in activities prohibited for members of parliament. Chairman of the CEC Mazahir Panahov has said ID cards have not been issued because MPs have not yet submitted documents to the CEC regarding their out-of-parliament work.
CRIMINAL CASE STARTED OVER ELECTION IRREGULARITIES
A criminal case has been started over election irregularities in three constituencies, the Prosecutor General Zakir Garalov told Azernews.
According to him, the cases concern the 38th Sumgayit, 51st Agsu-Kurdamir and 68th Imishli constituencies. The prosecutor said no serious offences had been identified in other constituencies. A total of 55 complaints on election irregularities have been filed to the Prosecutor's office, Mr. Garalov concluded.
NEW PARLIAMENT COMMISSION ON GARABAGH PROBLEM
A new permanent commission on issues of security and defense has been set up to attend to the settlement of the Garabagh problem.
The establishment of the commission was unanimously passed Friday, during the parliament's second session dedicated to additions and alterations to the Law "On permanent parliament commissions".
MPs voted to rename the commission on local self-administration into the one on regional issues and annulled the commission on budget issues by transferring its functions to the commission on economic issues.
In conclusion, first vice-speaker Arif Rahimzadeh and MP Yashar Aliyev reported on the results of their trip to Yerevan to attend a meeting of the Black Sea Economic Cooperation Parliamentary Assembly (BSEC PA).
KEY MPs RE-APPOINTED
The Friday session of the Milli Mejlis appointed 11 permanent commissions, their chairmen and deputy chairmen. 9 commissions of the new parliament will be led by their previous chairmen. Thus, MP Sattar Safarov has been re-elected as chairman of the commission on economic policy, Asya Manafova - on natural resources, energy and ecology, Hadi Rajabov - on issues of social policy, Anar Rzayev - on cultural issues, etc.
Karim Karimov has been elected as chairman of the disciplinary commission, while Ziyafat Askarov will lead a newly-established commission on security and defense.
11 DISTRICT ELECTION COMMISSIONS APPOINTED
The CEC decided Saturday to appoint members of district election commissions in 11 constituencies, in which a repeated election is due on January 4.
Chairmen and secretaries of the commissions will be elected from amongst their members.
It was also decided to hold a seminar a consultative seminar December 20 for members of the election commissions on organization of repeated elections.
