BOOK ON IDPs IN AZERBAIJAN

A meeting was held Wednesday at the Union of Writers with Latvian journalist Tatyana Chaladze, the author of the 1992 photo chronicle "Garabagh: war in faces". Chairman of the Union Anar spoke of T. Chaladze, who willingly came to Baku in the early 1990s to witness the war in Garabagh and even was wounded there.
Anar regretted that the Latvian journalist's book "Compassion" documenting the truth about the conflict is now gathering dust in the "Azernashr" publishing house.
T. Chaladze is currently writing a second part of the book and has been in contact with Azeri IDPs for over a year and a half. She also intends to compile facts and evidence with the names of culprits to forward to the International Court in The Hague so that it can investigate them on charges of crimes against humanity.

The participants proposed that the Defense Ministry of Azerbaijan provide accommodation for Garabagh war veteran T. Chaladze and she be admitted to the Union of Writers for further journalistic activities.
Asked on what are the ways to solution to the Garabagh conflict, Tatyana Chaladze answered that she backed President Aliyev's efforts for a negotiated resolution of the dispute. "But I think that the Armenians won't free the occupied lands of Azerbaijan peacefully. Azerbaijan should care about it", she said.
THIRD FORUM OF AZERI YOUTH
The third youth forum started Monday. This year's forum is conducted in four stages. The first stage will be underway from February 18 till March 24 in the regions, the second from April 8 till 18 in 8 zones, while the third stage envisages a broad conference in Baku. The fourth stage envisions the conduct of the forum at the Republican Palace of Baku on May 3.
First stage
As part of the first stage of the forum, representatives from the Ministry of Youth, Sports and Tourism in cooperation with the State Committee on Refugees and "Nur" youth and child association held meetings in tent town #4 in Bilasuvar. Children were provided with clothes, school effects and sports items.
Minister for youth, sports and tourism met with youths and sportsmen of Shamakhi, while his deputy held meetings in Davachi. Roundtables, conferences and competitions have been held in these provinces.
PRIORITIES FOR EDUCATION REFORM STRATEGY
A three-day workshop "The strategy of education reforms and definition of project themes" opened at the Crescent Beach Hotel of Baku Monday. The project of education reforms in Azerbaijan is jointly implemented by the Azerbaijan Ministry of Education and the World Bank.
In his address to the workshop, education minister Misir Mardanov said that the event aimed to evaluate the education reforms of 1999 and define priorities for education reform strategies, which will be implemented in cooperation with the WB for ten years. He also said that the WB had allotted $5 million for the implementation of the first program of reforms. The funds were used to set up 20 pilot schools, 7 pilot centers and overhaul activities. Attending the workshop are WB education manager for Europe and Central Asia James Socknat, UNICEF education manager Peter Bockland and others.
FOREIGN MINISTER MEETS EXXONMOBILE CONSULTANT
Activities of ExxonMobil in Azerbaijan and issued of expanding bilateral cooperation was high on agenda in a meeting between foreign minister Vilayat Guliyev and ExxonMobil general consultant Rosemary Forses.
The Azeri minister spoke of the work done for the solution to the Garabagh conflict and the definition of the legal status of the Caspian, the Ministry of Foreign Affairs reported Tuesday.
AIR INCIDENT PASSES WITHOUT LOSS
An incident occurred in Baku's international Bina Airport on Sunday, as the third engine of the Russian Ruslan-124 cargo aircraft of the Antonov Airlines en route from Baku to Keln malfunctioned when it was taxing on the runway, the Azerbaijan Air Lines state concern reported.
Detecting the engine problems, the crew decided to terminate the flight, but had difficulty stopping the aircraft, which eventually veered off the runway 30 meters to the security line. The incident hasn't claimed human losses or other grave consequences only due to the conformity of the runway with international standards. However, experts note that the fuel filled Ruslan-124 aircraft could have caused serious problems if it had crashed into any facility in the airport. But, the long and reliable runway meeting the toughest requirements helped avert a costly accident.
SOROS ALLOTS $3.5M FOR LEGAL PROJECTS
The Assistance Fund of the Open Society Institute of the Soros Foundation has allotted $3,500,000 for the projects "Implementation of legal reforms", "Development of society" and "Human rights". The allocation is $500,000 over last year, a source from the fund said Friday.
