DECEMBER OIL, GAS PRODUCTION PLAN UNDER-FULFILLED
According to a SOCAR source, in December 2000, 765,200 (99.7%) tons of oil were produced instead of the planned 767,300 tons. The plan has been under-fulfilled off-shore, where 635,000 tons of oil (99.5%) were extracted. Off-shore, however, 130,200 tons of oil (101%) were produced instead of the planned 128,900 tons.
The December gas production plan was under-fulfilled off-shore, as 378,700,000 cubic meters (91.3%) were produced instead of the forecast 414,700,000. On-shore, the plan was over-fulfilled: with the plan of 21,600,000 cubic meters, 21,800,000 (100.9%) were produced.
In total, SOCAR gas production in December made up 400,500,000 cubic meters (91.8%).
Considering the extremely low gas production level by the AIOC, 63.9%, total gas production index in December constituted 459,500,000 cubic meters, or 86.9%.
136 Azeri oil tankers dispatched
to world markets
Results of Azeri oil transportation to the north and west have been drawn since the beginning of contractual oil production (1997) from Azeri-Chirag-deepwater Gunashli fields, according to bp.
Seventy 80,000-ton tankers have been dispatched to world markets from Supsa, of which 7 carried SOCAR profit oil. From Novorossiysk, 66 tankers were dispatched, including 23 with SOCAR oil.

OPEC TO TAKE MEASURES ON CRUDE PRICES SLUMP
Another meeting of OPEC ministers on January 17 is expected to decide on a decline in oil production by 1.5 or 2 million bpd. This has been confirmed by the oil minister of the United Arab Emirates Obeid Ben Seif An-Nasari, who motivates the decision by a slump in crude prices in late 2000.
This position is shared by Iran, Kuwait and Libya. Currently, OPEC produces 29.57 million barrels of oil a day.

RECESSION IN OIL, GAS PRODUCTION ONGOING
In January-December 2000, instead of the planned 9,000,000 tons of oil 9,013,400 tons were produced. Thus, the plan has been over-fulfilled by 0.1%, according to SOCAR. However, as compared to the corresponding period of 1999, oil production has constituted 100.2%, or 21,200 tons above plan.
According to SOCAR, off-shore oil production plan has been over-fulfilled by 0.2%, as 7,502,800 tons of oil were produced.
On-shore 1,510,600 tons (99.8%) were extracted.
SOCAR gas production in January-December 2000 was below the plan, as 5,014,500,000 cubic meters of gas, 97.8% of the plan, were produced. 4,783,300,000 c. m. were produced off-shore (97.7%) and 231,200,000 onshore (100.5%).
AIOC has produced 643,400,000 cubic meters of gas (63.1%).
Total factual gas production in 12 months made up 5,657,900,000 cubic meters - 92.1% of the plan and 94.3% of last year's.

OIL AND GAS COMMISSIONING BEHIND LAST YEAR's
According to a SOCAR source, the 12-month oil and gas commissioning plan to the state has been fulfilled: offshore plan has been over-fulfilled by 0.2%, while onshore the indicator fell 1.2% short of the plan. At the same time, as compared to 1999, the indices are 2.3% behind.
Gas commissioning plan of 5,150.0 million cubic meters has been under-fulfilled by 506.8 million cubic meters. Total under-fulfillment in comparison with last year constitutes 200.1 million cubic meters.

GAS PROCESSING AHEAD OF PROJECTIONS
According to SOCAR, gas processing plan has been fulfilled by 102.8% as extra 70.7 million cubic meters were processed. As compared to 1999, gas processing has increased 94.1 million cubic meters.
At the same time, the forecast on production of technical butane and gasoline has been under-fulfilled (95.4% and 89.1% respectively). As compared to 1999, these indicators are half as high.

DRILLING BEHIND FORECAST THROUGHOUT 2000
In 12 months of 2000, a considerable delay in drilling both exploration and development wells was in evidence, as the plan was under-fulfilled by 15.9%: 122,965 meters were drilled instead of the forecast 146,240 meters. As compared to 1999, however, this is 31,382 meters higher.
Under-fulfillment of the drilling plan is explained by an extremely low indicator on-shore (61.2%) , while off-shore, drilling plan was over-fulfilled by 2,274 meters.
No better is the situation with exploratory drilling: only 2,781 meters (28.2%) were drilled with the plan of 9,850 meters.

SOCAR DISMISSES MEDIA REPORTS
SOCAR press-service has issued a statement, saying that certain media released publications concerning the suspension of Russian gas supplies, which had been exercised on an agreement between SOCAR and "TransNafta" Closed Joint Stock Company. The reports suggested, quoting SOCAR as a source, that "supplies have been suspended by Russian customs authorities".
The state oil company has said it is unaware of the reasons for the suspension and added that the reference to SOCAR was inaccurate.

TURKMENISTAN DOUBLES GAS PRODUCTION
Gas production in Turkmenistan in 2000 made up 47 billion cubic meters, twice over 1999 (22.8 billion cubic meters). According to the Turkmen embassy, the hike was preconditioned by export bids. Some 30 billion cubic meters were exported to CIS countries (8.5 billion in 1999). Besides CIS, Turkmen gas was also consumed in Iran's northern provinces - through two gas pipelines Korpaja Gurd-Kui and Artik-Lutfabad.
Oil production in 2000 constituted 7.1 million tons, as development of Nebilij, Shatu and Gerchek prospects and the Southern Kamishlija field commenced. Industrial oil reserves have risen by 30 million tons.

ARAB DRAGON OIL STARTS DRILLING OFFSHORE WELL
Arab "Dragon Oil" has started drilling the first of the three offshore wells in the Turkmen sector of the Caspian. Drilling is conducted in water-depths of 5 meters. According to Iap Beron, general director of the company, drilling is being conducted on the "Lam" field, a contract area in the South-Eastern part of the Caspian sea. This will be the first well in the Turkmen shelf built in accordance with international standards.
A total of 6 wells ranging from 2,000 till 4,600 meters will be drilled. Experts say the field contains 600 million barrels of oil and 2.2 trillion cubic feet of gas.
This year, the Arab company, active in Turkmenistan since 1999, has already succeeded in hiking production from the Lam field. Average daily flow-rate from 17 wells makes up 7,500 bpd. "Dragon Oil" is also studying the opportunity of utilizing associated gas in cooperation with Malaysian "Petronas".
The operations are a part of a PSA signed by "Dragon Oil" and Turkmen government in 1999. 80 million tons of oil are to be produced in the 25 years of the agreement, with Turkmenistan expected to earn $4.7 billion.
