Budget's expenses under-fulfilled

According to the deputy minister for economics Oqtai Haqverdiyev, it is hard to explain the serious under-fulfillment of forecast on state budget expenditure (89.6%), which is evident on all articles except the expenses on social protection (108.1%). In particular, the under-fulfillment in overall state expenses constitutes 22%, education 10.5%, public health 21.3%, economic development 25.5%, culture, sports and mass media 12.9%, etc. State budget deficit makes up 189 billion manats, or 1.1% of GDP.

This situation is most likely connected with the insufficiency of non-inflation resources (bonuses, foreign credits, release of state short-term loans, etc.) to cover the state budget deficit.

Besides, there are additional expenses on eliminating the consequences of the earthquake, which is expected to further complicate the fulfillment of state budget expenditure plan.
