DRAFT BILL ON LEGAL AID PASSES FIRST HEARING
The Milli Mejlis started discussing the draft bill "On legal aid in criminal cases" Tuesday, which concerns the execution on the territory of Azerbaijan of rulings pronounced by courts of foreign countries, extradition, and security guarantees for extradited outlaws, etc.
The draft bill has been compiled on the basis of German, Swiss experiences, as well as international conventions and covenants.
The draft passed the first hearing.

MPs CONDEMN ANTI-TURKISH STATEMENTS
MPs Mais Safarli (Yurddash Party), Asim Mollazadeh (PFPA) and Igbal Agazadeh (Civil Unity Party) - all members of the Democratic Bloc faction of the parliament - held a news briefing Tuesday in protest to Shamil Gurbanov's statement in the Milli Mejlis, in which the latter censured Turkish embassy in Azerbaijan for the note it had issued in the wake of the removal of a water spring in the Alley of Martyrs.
Opposition MPs described Gurbanov's statement as insulting for both countries and said some publications in state-run newspapers threaten with a strain in Azeri-Turkish relations. According to them, such articles are written on purpose.
The three MPs announced that such perilous utterances meet the interests neither of Azerbaijan nor of Turkey, which, for its part, has always been sympathetic to Azerbaijan's cause.

MPs OPPOSED TO GANJA TRIAL
MPs from the PFPA Ali Karimov and Jamil Hasanli voiced their opposition Tuesday to holding the trial of those detained in Shaki clashes with police on November 18 in Ganja. The two demanded that an open trial be mounted in Shaki proper. 17 MPs have appealed to the Grave Crimes Court asking to hold the trial in Shaki.
In response, Speaker Murtuz Alasgarov said the hearings would be held in Ganja to guarantee impartial work of the judges.

SELF-ADMINISTRATION PROGRAM IN PREPARATION
The permanent commission of the Milli Mejlis on regional issues discussed last week the development program of regional and local self-administration in the Azerbaijan Republic for 2001-2015. The program is being prepared following the Council of Europe recommendations.
The draft document consists of 4 sections and focuses on the formation of regional self-administration and its legal framework, establishment of inter-municipal and inter-regional systems of communication, cooperation with the WB and EBRD, etc.
Involved in the discussions were leaders of over 35 municipal councils.

COMPOSITION OF TWO ELECTION COMMISSIONS CHANGED
The Central Election Commission decided Tuesday to change the composition of two territorial commissions for parliamentary elections in Azerbaijan. In both constituencies, chairmen and secretaries have been replaced on their own request.
The CEC has also appointed observers from the Musavat party for re-runs to municipalities.
