GOVERNMENT OF REPUBLIC OF AZERBAIJAN
AGENCY FOR SUPPORT TO THE DEVELOPMENT OF THE AGRICULTURAL PRIVATE SECTOR
RURAL DEVELOPMENT PROGRAMME FOR THE MOUNTAINOUS AND HIGHLAND AREAS

The Government of the Republic of Azerbaijan has received a loan from the International Fund for Agricultural Development to implement a Rural Development Programme for the Mountainous and Highland Areas. The Programme aims to improve the living conditions of vulnerable groups in disadvantaged mountain area communities in a sustainable manner based on community participation and self-reliance. Development activities under the Programme will include micro-credit, livestock development and fodder and pasture management, crop improvement, processing and marketing, micro-enterprise development, social infrastructure rehabilitation, and environmental improvement activities.
The Agency for Support to the Development of the Agricultural Private Sector is seeking to appoint the following posts of the Programme Management Unit:
1. Programme Director\Procurement officer
Responsibilities

- Guide and direct the implementation of the Programme
- Promote overall development of the mountainous areas and guide the formulation of appropriate development strategies for this purpose
- Promote the Programme's development concept and ensure that the underlying principles of community participation and ownership of development initiatives are fully understood and respected
- Guide and supervise work of the Programme's implementing partners
- Direct the Programme Management Unit and ensure its effective operation
- Supervise procurement of all vehicles and equipment for the Programme Management Unit in accordance with procurement procedures laid down by the external funding agency
- Familiarity with government financial and procurement procedures
- Organization of selection procedures and contracting of implementing partners and service providers
Qualifications and skills
- Degree in economics, agriculture, finance, law, administration, public administration or social sciences
- Minimum of 5 years managerial experience in commerce, public sector, NGO sector or community Development
- Experience in implementation of internationally funded projects
- Initiative, commitment, vision and capacity for innovative, lateral thinking
- Ability to communicate with a wide range of people within government, donor community and civil society
- Demonstrated capacity for strategic thinking and a commitment to team work and a results-oriented approach
- Good knowledge of computer applications
- Good knowledge of written and spoken English
2. Finance Manager
Responsibilities

- Financial planning including preparation of annual budgets for Programme activities
- Funds management including monitoring financial management of implementing partners and community groups
- Supervision of maintenance of accounts and accounts staff
Qualifications and skills
- Recognized accountancy qualification
- Minimum of 8 years experience in financial planning and management, budgeting, accounts, and procurement with a public or private sector organization
- Familiarity with the requirements of externally funded projects would be an advantage
- Good knowledge of computer applications
- Good knowledge of written and spoken English would be an advantage
3. Accountant
Responsibilities

- Design of an accounting system to meet the requirements of an externally funded programme
- Maintain Programme accounts and prepare financial statements and progress reports
- Make payments to suppliers and service providers
- Prepare reimbursement claims to access external donor funds
Qualifications and skills
- Recognised accountancy qualification
- Minimum of 5 years experience in accounts, financial planning and budgeting
- Familiarity with government financial procedures
- Familiarity with the requirements of externally funded projects would be an advantage
- Good knowledge of computer applications
- Basic knowledge of English would be an advantage
4. Farming System Specialist (2 posts)
Responsibilities

- Contribute conceptual and strategic thinking and provide overall direction to the agricultural activi
ties under the Programme;
- Design trials and demonstrations of improved technologies
- Synthesise trials data to develop improved crop and livestock production recommendations
- Direct and supervise seed multiplication, irrigation rehabilitation, erosion control, veterinary services
and artificial insemination activities
- Monitor technical service providers contracted to implement activities
- Formulate improved strategies for agricultural development in the mountainous areas
Qualifications and skills
- Formal qualifications in crop and pasture agronomy
- Background in farming systems and preferably with expertise in crop and livestock programmes
including credit
- Working knowledge of English would be an advantage
5. Economist/Monitoring & Evaluation Officer
Responsibilities

- Design, establish and maintain the MIS and M&E systems for the Programme activities
- Prepare the annual work plan and budget for the Programme
- Design and supervise the execution of the baseline suveys by a contracted specialised agency
- Design and build a comprehensive socio-economic data base for the mountain areas
- Design and direct special diagnostic and analytical studies to improve Programme performance
- Review feasibility of activities financed by credit under the Programme and cost effectiveness of technology packages developed under the Programme
- Participate in monitoring of Programme activities at field level
Qualifications and skills
- Degree in economics, statistics, agriculture or related social sciences
- A minimum of 5 years professional experience in implementing M&E systems of agricultural and rural development projects
- Good knowledge of computer applications
- Fluency in English

SECOND STAGE OF PRIVATIZATION LAUNCHED
300 enterprises, largely including communication, air transport, fuel and energy, mechanical engineering, and chemical ones, will be put on auction on the second stage of privatization, head of the President's office economic policy department Mail Rahimov told journalists Friday.
Though announced in August 2000, the program was officially launched last week following a presidential decree. The program envisions denationalization of the most perspective industrial enterprises.
Mr. Rahimov said that the stage is to be completed before the end of 2001.
Touching upon the outcomes of the first stage of privatization, Mr. Rahimov said 23,500 small enterprises had been privatized, 1,200 medium enterprises turned into joint stock companies and shares of 1,000 of them sold. 10 enterprises were privatized via investment tenders, while 12,000 leased.
AZM520 billion has entered the state budget from privatization. Including AZM243 billion from denationalization of small enterprises, Mail Rahimov thinks.
According to him, AZM52 billion was earned from the sale of privatization options.
Mr. Rahimov said 25% of the revenues to be earned on the second stage of privatization will be transferred to the Ministry for State Property for necessary preparatory work at enterprises slated for privatization.
Touching upon the vouchers handed out to the population, Mr. Rahimov said only 500,000 of 32 million vouchers are kept at the President's fund and their distribution is out envisioned.
State Property Minister Farhad Aliyev is expected to reveal the details of the program in a news briefing today.
Musavat takes bleak view
The process of privatization in Azerbaijan will take five more years, as denationalization of the hundreds of enterprises mentioned in a recent presidential decree cannot take place overnight, says chairman of Musavat's economic commission Gubad Ibadoglu.
According to him, some of the privatization-bound enterprises are economically lucrative and holders of vouchers should keep an eye on them.
The problem is that the term of vouchers will not be extended and since 2002 they will hardly be worth the paper they are printed on.
In general, vouchers are being used in Azerbaijan much less effectively than elsewhere. In Czech Republic, for instance, 50% of vouchers were utilized on the first stage, in Kyrgyzstan 35%, while in Azerbaijan only 11% have been used so far, he said.
Mr. Ibadoglu is Doctor of Economics from Warsaw Economic University. He has majored in privatization in post-Soviet countries.

BRITISH AIRWAYS TO OPEN DAILY FLIGHTS
Chairman of the executive council of "British Airways" Des Hetherington told a news conference Thursday dedicated to the first anniversary of the company's Baku office that starting from March the Baku-London-Baku flights had been executed 6 days a week (every day except Tuesday).
He added that the number of passengers had risen 23% in the past year, allowing to open daily flights.
According to Mr. Hether-ington, 23,000 passengers have flown with BA in the past year. An average of 70% of tickets, or 89 passengers per flight, are claimed, mostly by foreigners. In the first months of 2001, the company's incomes surged almost 30% to 2000.
Since 2002, British Airways intends to employ A321-200 aircraft for the Baku flights, which are noted for better service and more business class seats. Also under consideration is opening of the Baku-Bishkek-Baku flights.
Mr. Hetherington indicated that the quality of service at the Bina airport has improved, while AzAL has created favorable environment for British Airways.

IBA PRESIDENT SACKED
Chairman of the International Bank of Azerbaijan watch-dog council, Minister of Finance Avaz Alakbarov has dismissed Fuad Akhundov from the position of president of the IBA. Mr. Akhundov had worked in the position since 1995.
Jahangir Hajiyev, who had been director of the Bank's investment and credit section, has become the new chairman of the board of the Bank.

TCFS GROUP - NEW BAKU STOCK EXCHANGE FOUNDER
British "Turks Caicos First Secretarial Ltd." (TFCS Group) has been registered as new founder of the Baku Stock Exchange. The company succeeds the "Interservice" company, which used to provide services to diplomatic representations and foreign missions.
City authorities had long been considering the matter before passing the decision last week. A source from the BSE told Azernews Thursday that TCFS was established in 1980 and specializes in financial planning. The process of charter fund formation of the Exchange is underway and most founders have already paid half of their participation fees.

"FONDEL METAL" TO RUN "AZERALUMINUM"
The Ministry of State Property (MSP) and Dutch "Fondel Metal Participation B. V." have signed an agreement on the concession of the "AzerAluminum" joint stock company.
On November 22, 2000, the parties signed an MOU on main principles of such an agreement. According to the company's offer, it will invest, over 25 years, $1 billion in "AzerAluminum" and transfer $2 million to the state budget.
Besides, the company is committed to open 500 vacancies in connection with restoration operations at the Sumgayit section of "AzerAluminum" and clear the salary arrears.
A source from the MSP says "Fondel Metal" intends to increase primary aluminum output to 50,000 tons a year and, after reconstruction at the Ganja section of "AzerAluminum", raise aluminum production to 450,000 tons per year.

TWO NEW AGRICULTURAL ENTERPRISES OPEN
Livestock farms have been opened in the Kirna village of the Julfa province of Nakhchivan and Geynuk village of Shaki, according to the deputy head of the employment section under the Ministry of Labor and Social Security of the Population Rasim Hasanov. The farms have been set up at the expense of the ministry and each of them has provided jobs to 15 people. According to Mr. Hasanov, such farms will also be established in refugee settlements.
