WITH MANDATE IN HANDS, FATTAYEV STILL RELUCTANT
Chairman of the PFPA conservative wing Mirmahmud Fattayev finally collected his parliamentary mandate from the Central Election Commission Thursday, a source from the Commission told Azernews.
Mr. Fattayev was elected on the majority-of-votes ballot, but was the only MP not to have accepted the mandate.
Under the in-house by-laws of the Milli Mejlis, if an MP misses 30 consecutive parliamentary sessions without excuse, he or she is deprived of the mandate. The deadline for Mr. Fattayev expired on March 26.
Mr. Fattayev told a news conference Friday that he would not attend sessions of what he believes is a falsified parliament. He then said the delay with decision-making was explained by personal problems, which he declined to elaborate.
As reported earlier, after collecting his mandate on Thursday, Mr. Fattayev pledged to take "an unusual step" the next day.
The PFPA conservative wing leader added that he had earned the mandate. Touching upon political pressure he had come under of late, Mr. Fattayev said he could not spell out any names.
OPPOSITION MPs LOBBYING FOR FACTION RIGHTS
After technical problems relating to the expansion of the Democratic Bloc are resolved, the issue of "parliamentary factions" will be raised, chairman of the "Yurddash" party, MP Mais Safarli told Azernews Thursday.
According to him, one of the COE requirements was to enhance the parliament's authority and ensure its democratic work. Mr. Safarli thinks the requirement of 25 parliamentarians is unreasonable and that the figure should be brought down to 12-15.
ADVERTISERS TO AGREE WITH MOTORWAY OWNERS
The Milli Mejlis session Friday decided to amend the law "On advertisement" following the enactment of the law "On automobile roads". As where earlier advertising on motorways required permission of a relevant executive body, from now onwards the sanction will also have to be obtained from the road owner. The agreement will have to be signed between the advertiser and the road owner.
AZERI MPs OFF TO ST. PETERSBURG
MPs Ramiz Ahmadov representing the Communist party and Eldar Gahramanov from Yeni Azerbaijan Party left to St. Petersburg Monday to attend a CIS Inter-Parliamentary Assembly meeting.
The Russian city is expected to host a meeting of the commission on social policy and human rights on March 26-30. Participants will focus on human rights protection, solution of social problems within the Commonwealth and cooperation in establishing legal framework in these areas.
MP URGES END TO NAKHCHIVAN BLOCKADE
MP Hasan Mirzayev demanded Tuesday that the blockade of Nakhchivan AR be terminated.
"Nakhchivan must have overland communication with Azerbaijan", he said. "For this, we need to raise the issue of returning historically Azeri territories of Goycha, Zangazur and Daralayaz that were granted to Armenia in 1920", he said.
H. Mirzayev thinks that the government should appeal to international organizations to this effect.
