Excise stamps sent directly to manufacturers

State excise stamps for domestically manufactured and imported alcoholic beverages, ethyl alcohol and tobacco articles are sent directly to manufacturers, according to a source from the State Committee on Securities. This has helped end a number of legal violations arising from the use of excise stamps. The registration, storage and application rules of excise stamps are regulated by a corresponding program, which will be further sophisticated this year.*
