Observers pessimistic

 

The Garabagh peace talks in Key West, Florida, though underway for 4 days, have not yet yielded any major breakthrough in the conflict settlement. Despite optimism of diplomats voiced in their statements in press, observers tend to think differently, pointing to the hostile position of Robert Kocharian, who has reportedly announced that Armenia is not going to “surrender” lands and is ready to fight.

A statement by the US co-chair in the OSCE Minsk Group Carey Cavanaugh that “representatives of Stepanakert should participate in the talks at one point” is making matters even worse.

It is hard to believe the MG Russian co-chair Viatcheslav Trubnikov’s allegation that the key to peace is not in Russia’s hands. There is barely anyone still doubting Russia’s ability to affect Armenia’s intransigent position in the conflict.

State Secretary Gen. Powell said on his way from Key West to Washington that he would continue intensely following the talks and is ready to rejoin the two presidents if his presence can help narrow their differences. Judging by this statement, Powell’s return can be viewed as an precursor of success of the talks.*
